you figure, the most impoverished and disempowered people will give the least pushback when you demolish their homes, their businesses, and their places of gathering. nobody with the poweer to do anything would ever say that some middle class mostly white suburb is in need of "redevelopment" or "renewal", but "renewing" and "redeveloping" some slum that everyone (everyone white or middle class, that is) is too afraid to go to will always sound like a good idea to everyone outside of it that doesn't know anything. it's a natural consequence of economic segregation, I think
